1. The Conceptual Framework states that it "is proposed that an LCDS Bulletin Board be a feature of the Website which will publicly track stakeholders’ submissions to and comments on the LCDS draft." As of 8/23/09 this is still unavailable online. Consultations end 9/8/09.
2. To what extent was the public engaged during the development of the LCDS? How were they compensated compared with "preparers" of the LCDS report?
3. From all of the consultation reports it is obvious that the public would like more technical assistance in understanding the strategy. How will this be done over the next few months so that more informed feedback can be included in a position that affects all of Guyana? It is simply NOT OK to refer someone who asked a question to a McKinsey report that IS NOT available on the LCDS website.
4. Three agencies are proposed in the overseeing of the LCDS for Guyana. What options are there to have these not all be government run?

5. Why is the educational sector absent from the steering committee, yet there is a strong emphasis on capacity building?
6. Given the opportunity that this strategy gives for public engagement, can a more holistic view be taken towards sustainability that is not simply a low carbon diet? We really have to look at the intersections of water, energy, materials and humans. It is rather interesting to include in the FAQs section of the LCDS language on oil exploration that says Guyana will export crude oil if found, but not use it and that still makes us low carbon. This point was made in Kofi Dalrymple's letter to SN and one should look at the OCC's response.
7. With the strong emphasis on capacity building related to our forests, why is the biodiversity archive at UG still located on the first floor given our history with floods? What transformative educational programs are envisioned to support the LCDS? Have any studies been conducted on actual CO2 fluxes in Guyana? |
